Q: Would this be hardy enough to use on a vice?

I painted the rusty base of an old vice with hammerite some 30 years ago, after cleaning off the rust. It is still perfect. Obviously you have to avoid the moving parts, but generally they don't get very rusty if the vice is actually used. This stuff is so tough, I painted a car wheel with it, and it dripped through the bolt holes on to the stony concrete path underneath. The car has long gone to the scrapman but the fours blobs of hammerite are still firmly bonded to the concrete ! I never found a good way to clean brushes, even with hammerite thinners. Best use an old or disposable brush and throw it away.

i would like so this is a brilliant paint so smooth and easy to use i would use it

Q: Is hammered blue darker then smooth blue?

I think the colours are identical. I believe it's the finish that's different. Hammered blue looks like a painted hammered surface.
