We have a 3 story house and garden some low trees . pigeons are under solar panels. Any suggestions on best location to hang one of these hawk decoys?

My hawk guards a large kitchen garden and just the sight of it helps to keep the pigeons away so would think as long as it is visible it should deter them

Is the bird made from hard or soft plastic and is it hollow ?

Hard plastic and hollow. Unfortunately it did not achieve the desired effect of frightening the 'greedy guts' pidgeons off so the Blue Tits, Greenfinches and other birds would return to the garden, so I took it down and dismantled the wild bird feeder!
