Raising or lowering should be done only at low speed, or when standing still.
Love the price on this dropper post. The only caveat I'd add is, be sure you understand completely that, if you raise or lower the seat height while moving, you'll only have one hand on your handlebar, so doing this at speed is highly unadvised.

Gets stuck in the up position.
It didn't work from the start. First time I raised the seat it got stuck. Couldn't get it to retract, removed it from the bike. We tried to grease the inside but it didn't matter, get it to move up and down a couple of times before it sticks again. Do t waste your money on any exaform
