Is it ok to light some candles in the fireplace with this in the flue?

Yes! So provided these aren't supersize candles with a supersize flame you should be absolutely fine. Even if the candles are tall, provided the small flame isn't within around 30cm or so of the protruding handle you should have no issues lighting candles. The candle won't produce enough heat to actively damage the product - and ensuring a 30cm gap means that even if the flames were to become very tall indeed - there'd be little risk to the product. Can I use this item in fireplace over an electric fire

Because electric fires radiate the heat out into the room and not up the chimney, you are generally fine using a Chimney Sheep with one.
