will this fit a zippo C 17?

If the C 17 is a windproof lighter, then there would be no application for the platinum catalyst element. The catalyst is used in Zippo hand warmers.

Would this material be sutible for the old Jon-E style warmer?

It is not really appropriatefor the Jon-E, the platinum catalyst material type is correct but the size is wrong. I know this answer is quite late, but I feel this should be said to prevent others from buying for the Jon-E & being unhappy. There is a work around for the Jon-E so you can still use them (they are good quality heaters with higher than average btu output), but you'll have to search for that as I don't recall the site name with those parts & information.
