Why does this drive have a sand like noise when moving it?

I Bought this before and returned it because when i opened the non static bag, it had the sound of sand or like the non silica that was found in a white bag out side the hard-drive in the non static bag. Just got my replacement and still makes the same noise and read online tat some hard-drives have silica gel inside the hard-drives to protect the drive further. But im unsure can anyone ensure me?
