This is an adult cape. It was a little tight around the neck but overall fits description.

It works
It is smaller and definitely would be perfect for a child but with a little creativity u can sew it to the shoulders of whatever u need and it would work for an adult. Or if u have a small neck. It works I probably wouldnt buy again knowing how it fits now. But good for halloween and I can give to my two boys once I'm done with it!

Almost perfect
I host a kids race series and ordered this for our super hero themed week. I didn’t want something too long, because it’s often windy during the races. The listing photo shows that it ties, but it’s actually a Velcro closure. Otherwise it’s great and worked out perfectly.

Not nearly large enough for adults
This cape is clearly meant for kids only, as the velcro will not go around an adult's neck. If you don't already have the supplies on hand, you'll have to spend more money to make this cape work than the cape itself costs. The rest of the cape seems fine, but if you can't attach it to your neck, it's worthless... which is why I'm giving it 1 star.

Seams were not stitched properly
Mine came with a huge hole at the collar because the seam was not sewn at all. I will have to sew it myself.
