Do u use this with water?

Yes, squeeze a little out onto your hands and lather up in water just like soap. Instructions on container too.

Does this get rid of Milia? And how long did it take?

I don't know to be honest I have no experience with it... But this particular Cetaphil is not an exfoliate so you will need to get some, this is a wash only but it balances out my t zone and doesn't make my skin oily or dry. I hope this helps

Does it help oily skin?

I didn't like this cleanser because it dried my skin a lot. I have combination / oily skin and after the first time using this I felt my skin dry and irritated. I didn't use it anymore, I threw it away. I do not recommend this to anyone. Hope this helps you...
