I doubt it is water soluble as its a hard petrolatum product. Shampoo and warm water will do it though.

Is it a wet look pomade?

You can make it more of a greasy look if you comb. For wet / shine look id use black and white pomade.I just use a little amount on damp hair for a dry look.
