Can the analog-digital breakout board be set up to use the aref (analog reference) pin on the arduino with which it is communicating?

The AREF pin on the Arduino is an input pin, not output. You can still use the Arduino and the Analog-digital breakout board work at the same 5V voltage and have a different AREF, let's say 3.3V. AREF of 3.3V means that the Arduino will translate 3.3V as the max value of 1024. By default, AREF pin is open and Arduino assumes a value of 5V. If you apply a different AREF value to the physical pin, you need to use AnalogReference() to set it to use the EXTERNAL value and not the DEFAULT.

what is the bit-rate of the A/D?

This is not an Analog to Digital converter. It is based on the CD74HC4067 digitally controlled analog switches. You can redirect any of the 16 signals to a common output. Propagation delay @ 5V is 6ns

Will this increase the number of digital pins on an Arduino nano?

No, this board only multiplexes (switches) 16 signals to one (input or output). To increase the digital pins, you need a port expander. Search for 16 Output I/O Expander Breakout - SX1509
