Does the module draw current when in the open state? If so, how much current is drawn.

I haven't measured it's current draw when the relay is off, but I could almost bet this only takes a few milliamps. That 8-pin controller chip is not going to draw much energy. The biggest current draw is when the relay coil is turned on - probably 80 or 100 mA for the coil.

Will this switch reset if the dc power is removed?

If you are suppressing transients then the cap should be connected between line and ground in a DC circuit.
