Can I use them as a water flood controller?

Description said: “Absorbency up to 21 gallons water and 21 gallons oil.”

It's not clear. Is the product 12 socks 48" each or a total of 48" when putting all socks together?

Each sock is 48" long. You get 12, or a Dozen . Total length of all socks end to end is 48 feet hope this helps. I used them to collect the acid wash I did on my driveway . Worked great. I understand that you can wash them and hang them to dry and use them over again, Hope this helps.

One person says this does not absorb water (oil only) but other say it does. Which is correct?

I use it to stop water from coming up on very rainy days and it absorbs it , do not know who thinks it does not do it but they are sadly mistaken.

How do I dry them out?

You can hang them over something and let them drip dry or put them on the spin cycle of your washer
