Q: Is there rubber to provide some cushion between the stem and the phone? If so how thick is it?

There is a solid piece of rubber there. But I would still recommend having a standard phone case. Been using it for a while now haven't had any problem

Q: Would this go around a 2" tube on a roll cage?

I don’t really know I’m not sure but I think will be short

It should stretch sufficiently to fit the iPhone X. It fits my iPhone 8 plus tightly and securely.
