The fabric is polyester and no, it is not waterproof.

how does this compare to tent?

The TopShade laptop sun shade clips onto the laptop whereas laptops are placed inside shade tents to provide shade. Generally, tents are bigger, more bulky, perhaps more unsightly, but provide better performance in windy conditions. TopShade laptop sun shade is very portable (Can easily fit in laptop bag), looks great, but will not perform as well in windy conditions. This is one perspective, I suspect you would get many different answers if you asked many different people. Of course, you can try it out and always return it if you are not happy.

Does it fit and work for.iPads?

I do not think this will work well for iPads unless you have somewhere other than the screen to clip it to. If you clip the shade to the touchscreen, it will affect the functionality of the iPad.
