No Plus they don't work very well at all.

How can i tell if this will fit around a 5" downspout

No it will not fit a 5 inch downspout. I bought it believing the other answer and learned the hard way that no matter how hard you stretch it, it won't fit.

What is the round plastic piece for? Does that go on it somehow?

I was totally unhappy with this product. Sorry, I don't remember the round piece. The unit did not stay attached nor did it unroll during a heavy rain.
