How many pairs of shoes does the small mat holds 24 inches. Size

This is a tricky question. As shoes vary in size. The inside of the tray measures 13" x 23" Using adult male shoes as an example, more specifically slip on sneaks 2 1/2 pair. The boot/shoe tray is of very good quality and is made of thick rubber. Yet it is still flexible, easy to clean, vac/wash. I would suggest measuring the shoe sizes, you expect to put in it, to get a more personal prospective. There are larger sizes available, if you need more space. I had researched the sizes when I was considering a purchase. There is a 3' and a 4'. I was limited to the space I had for it. So I chose the 2' tray. Hope this helps!

Is there a pad underneath? Will it scratch flooring?

There is no pad. While I cannot guarantee it won’t scratch your floor, I can tell you it has not scratched my wood floor or tile. I love it!

Can this be washed in a dish washer?

Hi, I've never placed it in the dishwasher. I just hand wash it, which it's easy to do. It is very heavy duty rubber and probably would be fine, but that may be a question for the manufacturer. Hope this helps!
