can i use this item out of the pond

The pump has to the water flowing through it. The guard on the intake keeps leaves, etc out so I would say that it would be hard to use out of the pond.

can the pump be stored in a closet after being run? meaning i ran it with water does it need to stay wet?

That will be no problem as long as you ensure there is no junk left in the pump. Just run some clean water through it from a hose.

I have a 200 gal preformed pond want to run this on a small pressure filter. many people using it on 200 gal tanks. too much flow? 1.25" hose

I'm using this pump on a small pondless waterfall with a raise of aprox 4' and it has a good flow. If your going to use it as just a circulation pump it might be too much as it would circulate the entire 200 gallons every 10-15 minutes.
