Q: What is the length of the short leg

The plastic, from just under the rubber thigh seal, is 62cm, and from the back of the heel to the front is 44cm. The foot area should easily take a foot cast. I've used it several times in the shower and carefully fold it up when it's dry. it should last and last. I hope this helps.

Q: What circumference leg would top of Long leg garment fit?

I can only vouch for the short leg one.. but the cuff is quite stretchy… in a firm kinda way.. not baggy.. it seems to stretch to the size of the width… so about 14 “..? If the longer leg size is comparative, it should be possible that it matches the width of the top thigh.?? But it forms a tight seal and really does not let water in..! (I was doubtful.. but ended up impressed..!)

I would not recommend these to anyone. I put them on each leg and got in the shower. The tops went so tight, they were like tourniquets. My legs went numb and I had to find a pair of scissors to cut them off. They were so tight it was very painful.
