The strap on the sling is quite adjustable so I would say yes, it would work for a plus size person.

Q: How many pounds will it hold

My mini weighs 15-17 pounds. It held her weight but she was a bit too tall for the shallowness of the bag.

Q: What are the washing and drying instructions?

Wash it in the washing machine you can dry it but I prefer too line dry it in the sun, because I like for my things too last!
