What are the dimensions of the main compartment (w x h x l) & the exterior compartment (w x h)? i will not be using it for tools.

the main compartment size 17* 15 * 7 inch , the exterior compartment size is 12 *6.5 inch .

Does it have a laptop compartment?

Not a dedicated laptop padded spot but one would easily fit. It is very roomy. Good luck!

Can you lock the bag using pad locks?

No, you can't. All the pockets are zipper operated. So, there is no place to put a lock.
