Q: Can it be use to draw on?

Depends on medium. They are really smooth, a light sanding would probably allow most mediums except watercolors. Interesting idea, I see a "tattoo" on the future for one of mine.

Yes. I think so. But consider that people have very different hand sizes. Unfortunately, my hands are very large and I was teased about having piano hands.

Q: Are these weighted on the bottom?

No. They are very, very light weight. You can purchase weighted pellets and insert them using a small hole in base of hand and then tape over it or cover with velvet or something similar to do something fancy.
