It says these can be washed and reused. Can they go in the dishwasher or hand wash?

Handwashing is preferred, as you can control the water temperature to keep it not too hot. We have washed our in the dishwasher's top rack with no problems, and many of our clients do the same with no issues. The best is for you to try it out and see. :)

How many ounces with this hold

Usually, we do not use the tear drops for liquid appetizers, but yes, it can hold a tablespoon (0.5oz) of liquid at the bottom.

Can these be used for warm appetizers?

Yes, they can definitely be used for warm appetizers.

What exactly are you getting?

They are like little mini appetizer spoons. I bought them for a wine tasting party and served mini mozzarella balls with balsamic vinegar. They are clear plastic. Nothing fancy, but everyone loved them.
