Can this be used on an apartment single sink

Depends on the width and length of your sink. This is item is 17 1/2” by 11.8”. Fits great over my sink in my RV.

What size is the opening between the rods? How much overhang do your recommend on each end of the rods for stability? Thx!

9/16 is space between rods. About an inch hang over on each end of rods. On mine, it is slightly less than 1 inch.

Assuming I have the proper tools for cutting stainless steel, could the plastic ends be removed and the rods trimmed to fit a smaller sink?

The grey part is actually made out of rubber. So yes, you could likely either slip the stainless rods out and/or just cut through the rubber in between each rung.
