The larger box is the converter and the smaller plugs are the adapters. We only used the adapters in Europe because everything we brought was dual voltage Look at the verbiage on all of your plugs or chargers etc. if it says 110-240 or 115-240. (110/240 or 115/240) you won't need the converter. Hair dryers aren't usually dual voltage but most hotels have them in the rooms.

I have a chinese steamer need to convert 220v to 110v in the us. does this one work?

This converts 220v to 110v (using a 110v appliance on a 220v circuit). It does not convert 110v to 220v.

Can i use this in germany for use with a portable steamer that's ac120v, 60hz, 900w?

The Samsonite converter is a toy not a real good converter. It burned my electric toothbrush. With a good converter (more money) you can use your streamer in Germany, and the rest of Europe for that matter. 220v to ac120v 60 htz.
