How much weight can it hold?

When I use it, I make sure to distribute the weight evenly. I typically put jeans over two bars instead of one for more air flow. I've had 4 pairs of jeans and some other light weight items on it - even using clothes pins and hanging bras off the side scissor braces.

How do you hang this in a US home with 16-inch on-center studs?

We didn't anchor it in the middle of the stud since the holes aren't 32" apart. So, we opted for anchoring it in 1/3 of one stud and 1/3 in another stud. Or you could anchor in the middle of one stud and use wall anchors for the other holes that don't reach a stud.

Is the width stated (31.5 inches) absolutely accurate? The door I want to install it on is 31 5/8 so cant afford any error in width. Thank you.

No, they are not uniform and cheaply made. Our is 29 1/2" apart at the top and 32 1/2" at the bottom and not parallel.

Does the wall-mounted clothes drying rack need to be fully extended to use it

Yes. It depends on how thick the clothing item is. If you close it with clothes on the rack, the clothes will all be touching each other.
