Is this thing waterproof?

You can rinse the blade head in water and you can shave a wet face but I wouldn’t submerge the thing in water - I’m sure it’s not fully water proof

How well does it do the neck and Adam's apple area?

For me it does really well on the neck and Adam’s Apple area. Not as close as a traditional razor and shaving cream, but still does a good job. It’ll take a few passes to get all of the neck hair, but it’ll work!
