Is it coated with something like vege oil or varnish? Is it solid?

Not sure if coated. It does not feel like raw wood. It feels very nice and I really really like the set. Does the job very well for me. I enjoy using wooden spoons. I even put them in the dishwasher so they don't retain germs.

I've had mine for a while and they look rather grungy. Any ideas for cleaning them up a bit?

Try salt and lemon juice - rubbing with the lemon. It seems to work on cutting boards. Might work for these too.

Most Pampered Chef items are made in US, these however are manufactured in China.

Do these spoons have any oils or chemicals on them or are they made of pure bamboo?

Thank you for your question. From my visible inspection, they are made of bamboo and contain no oils. They were made in Taiwan and state that they do no absorb moisture, indicative of oil resistance.
