Will this drain the car's battery if you leave it overnight?

Not if your battery is in good condition, there is also internal jumpers in the black module to set the voltage level the parking mode harness will shut off the dash-cam, remove the 4 Philips screws and pop the cover, you will see a set of pins on the circuit board inside with voltage settings printed on the board, the lowest is 11.7 Volts, you can move it up by 0.3 Volts increment to the voltage you desire the unit to turn off and save the battery.

How much time will this cable make the Garmin dashcam to be on and recording while the car is off?

It is always on inpark mode. It does start recording whe someone or sonething get too close or it is bumped. It use very little power. You do need to changed you recording card to 32 or more.

I need parking mode. Maybe 15 to 30 minutes about 10 times a day as i am in and out of my car. Will it drain the battery?

Good afternoon Their is a special Cable you need to get from GARMIN that you would install that provides power from the Car when the ignition is in the off position. The on board GARMIN battery will not support the park mode If you have the Parking mode cable installed, and assuming that your car battery is in good shape you should have no issues with your car battery discharging. Response to "What is the cable length" was 6 feet. Is this accurate? That's not long enough for a hidden installation in most cars including mine!

Looks like about 10 feet from USB to fuse box then about 3 feet from fuse box to end of pig tail. It is long enough for hidden installation in my full size truck.
