did these people really pass a ham radio exam???

Not all people who would have use for this are HAM operators, so clearly no. In fact some may not have any background in electronics. In any case remember that a ham is always courteous and helpful and share their knowledge without belittling the asker!

It says snap in output is 3 amps. is it talking about the powerpole connections? i can't believe the powerpoles are rated at just 3 amps.

The Snap-In output is for the power connectors on the front of the unit. If you look at the third picture for this unit, there are power connectors on the front (the snap-in ones) and on the back (standard power poles). The ones at the front have this limitation, while the ones on the back will supply the full 30 Amps.

How well will this work with a yaesu ft-857d?

Should work just fine. This power supply can put out up to 30A, and the FT-857D is a 25A model. I have my TekPower connected to a Kenwood TM-V71A, but since the Kenwood maxes out at 13A I certainly haven't had any issues. Note that you probably do not want to power anything else off of this power supply other than your Yaesu at the same time.
