If you place them on rubber mulch will the tiles need to be anchored by anything like long edging nails?

The tiles are heavy. I placed them on small rocks and they didn't move

They're rocks. They heat up in the sun. In the shade they will be cool. Since they're pale rocks, they are cooler than dark rocks or plastics.

can these be used to set potted plants on?

I don’t see why not. The backing is made so it is possible to lay into flooring. I set I don’t see why not. The backing is not waterproof if you are planning to use it for indoor plants but it would be easy enough to put a waterproof backing on them. It is made so you can set it as you would tiling. I have mine set as stepping stones in my garden. I love the look and the stones are still shiny after being outside in the weather all summer.
