Does it come with a cover plate as shown. It looks like the latch bar can pivot and move up and down slightly?

The rod-like latch bar is fixed (immovable) on the gate with two screws. The middle piece, with the smaller hole, flips up and then catches the rod, securing the gate. This is an easy latch to install and works very well - simple to unlatch, as well.

I want to use it with a gate that already has a rod which is 7/16 inch diameter. Will the latch work with that big of diameter?

You have not specified where that rod is fixed. It takes some engineering skills to fix this latch as it has to be aligned perfectly. It can be installed parallel to other, manual latch at another position on the gate edge, and will work if installed correctly.

I used #10 stainless steel screws with lengths appropriate for the thickness of the wood.

Are the black and matte black zinc plated as well? Also are the mounting screws also plated the same way so they will not rust?

The material used for this is steel, however, it is protected with WeatherGuard: WeatherGuard When subjected to 312 hours of salt fog spray testing (BHMA A138.18), zinc plated hardware showed severe corrosion while hardware with WeatherGuard™ protection withstood these harsh conditions with very little deterioration.
