Are the shelves removable in the bench or be placed in different position?

You could choose to not install one or more of the shelves, which would allow for different heights of shoes. Of course, the fewer shelves, the fewer the shoes you can place in there.

Is the bench sturdy enough to sit on?

I would say, generally, yes. We're not tiny people, but neither of us is considerably overweight either. That said, I have it up against the wall, under the shelf that holds a myriad of dog supplies and leashes, and my husbands shoes. So we don't sit on it.
