How loud are the fans in this model?

My US-24 Unifi Switch is very quiet. I do hear the fans on initial boot up but after initial boot up I can't hear anything.

Which version is this switch? how many watts? i assume it's the poe?

This version is the non-POE version. If you need POE, you can choose from the US-24-250, US-24-500, US-48-500, and US-48-750.

What is the 25W DC input for?

It is NOT for POE! It's for a hot-spare backup power supply - see https://dl.ubnt.com/guides/UniFi_Switch/UniFi_Switch_US-24_US-48_QSG.pdf , page 7.
