Q: does this check the car battery, and check for a draw from the battery and does it have instructions?

One can certainly measure battery output with this multimeter. And the instructions are supplied, small print. I still needed to go online and find a general instruction guide that provides better information on how to use a multi meter since I was a beginner.

Sure--find an old computer bag and pull out the pouch intended for cords. You now have a VOM pouch.

It comes with its own case but you can probably purchase a different one. I would look at the dimensions and see if electronic calculators cases fit the dimensions for example TI cases.
