Is this just basically a t4 bulb? Could I but any T4 bulb and install?

Its a T4 bulb with the base twist-in connector and a green condom on it. The bulbs are not detachable in these particular twist-in connectors that I can see. The connectors are not slotted to accept push-in T4 bulbs like the T5 lights in the Toyota dash panel. These fit my Tundra shift lights and are very easy to replace by twisting them into the panel.

Will these work for the cruise control light for a 99 4runner? and also do they come with the green sock over the bulb?

Not sure about cruise control light, but it does come with the green cover.

Is this the same bulb that is for the 2003 toyota tundra shift "d"" indicator light? 1/2" high, 3/8" wide with an x, tsd and v2 on the bottom?

Yes, it worked for my 2000 Toyota Tundra but it is not as bright as the original.
