Yes they can be used together in any way that you can imagine.

Q: Can these be used on fabric that will be washed?

No, these are not like the Shiva and should not be used in that manner.

Q: Are there other tools needed to use these pigment sticks? My mother mentioned them as a gift idea and I want to be sure I get everything she needs.

I use them with my fingers, so disposable gloves are good to have. Ampersand is a brand of prepared boards that are ready to accept oil paints. I have some inexpensive canvas paper that I am playing with, but I think I'll spring for some Ampersand or Arches oil paper. Be sure to buy a 'blender' stick also, same manufacturer, but its without pigment, and used for blending, smoothing and building up areas. Have fun!
