Q: When it says 15 inch computer do they mean width or diagonal?

Well, my screen is 14-15 inches, and it fits in the bag beautifully.

it does have two height positions. push all the way down and only bring up to first position which is lower then full position. can operate with either

Yes. Including a zipper area for pens, etc, and another zipper area with a mesh. Able to contain lots of small items and not worry about falling out. Also another area for passports, etc

Q: Can this hold two 15" laptops

It can easily hold them. There is one padded area for a computer and it is expandable. It could hold a 17" laptop, if desired.
