Yes, as long as it isn't rolled out too thin. I use gum paste and then use my roller tool to form more detail in the petal. I didn't use it for the imprinting just the shape. If using fondant it can be rolled thicker and you'll see the imprint better. Then no need for using the gum paste tools.

The largest one is 2 3/4 inches, the smallest is 1 3/4.

How deep are the cutters? Could they be used to cut 3/8 inch cookie dough?

With no plunger for veining, the cutter in exactly 3/8 inch deep; with plunger inserted depth is 1/8 inch. Would not recommend your dough to be more than 1/4 inch or it will most likely stick.

Could i use this to make flower marshmallows for hot chocolate?

I would think metal cutters would work better for marshmallows; I doubt these plastic cutters are sharp enough for it.
