When i blow the whistle, it's not that loud. am i doing something wrong? do i not know how to blow a whistle?

All I can tell you is that I use it while directing traffic and position it in the middle of my mouth because if it is off to a side and I blow it, that same side ear hurts! Is there something possibly stuck inside that is restricting air flow? I have used this model whistle for the last 12-15 years because it is simply the loudest I have found.
