While the cockpits are too small to hold a full Lego minifigure, they are designed to fit the torso, head and helmet of the minifigures. By installing the minifigures without the legs, the helicopter will look like it has full pilots inside.

I bought this for one off the 19 grandkids/great nephews we have in our family, but have no recollection of it so really can't answer your question with any degree of certainty, sorry. However having bought many similar items over the years, I have some idea of the sizes and if it would take a figure it would be very tiny. Sorry not to be of more help.
