Can you write on the top of these? I’m looking for something where I can put on storage dividers in the dresser drawers so I can see from the top

Yes, you can write on the labels.

Does the marker wipe off with a dry cloth or with a wet cloth? I’m wondering if they wipe off too easily.

They will wipe off too easily, but you need to wipe off with a wet cloth.

Do these work on fabric bins

Yes they work great! They are very versatile with all different types of bins.
