Why isn't this available to ship to my location? (Southern California)

Amazon has regulations set by different states about what they can and cannot ship. For some reason, it is a matter of government regulation rather than fulfillment. We are available to ship to CA directly from our site.

Does the safety move up and down?

Yes it does. Every part that moves on the actual firearm also functions on the replica excluding firing pin and some minute features. Assembly and take down is the same as the real piece.

Does it have an actual wood stock/grip

All wood on the models is plastic. The AK Model is one of the few that isn't completely metal.
