Q: Is this definitely a genuine dell product? i understand the latest dell laptops limit the input power with non-dell chargers.

No, not genuine. Didn't test it out so not sure whether it charges at the full wattage, didn't trust it. Product I received didn't even match the photos, very different look and feel from a genuine Dell charger.

Q: Will thos work with my new xps 17 9700?

Not likely. Do a search on amazon for "ac adapter xps 17 9700" and suitable adapters will appear. Just make sure the output voltage and amps match your needs

Q: will this work with a xps 13 9380?

Yes, it works. But XPS 13 9380 defoult charger is 45W USB-C. All fine. It's up to you.
