Is this 2-3ft panels that total 6 ft, or 2 panels that total 3 ft ?

It's two panels. I bought 2 packs and that was enough. I put tape on them instead of removed the backing. Because of that I will be able to reuse. They are very long.

Can you set it up in hallways?

Strands break off easily; if you have a lot of movement through the hallway then I wouldn’t suggest it. I ended up using mine as a table skirt for our “under the sea” theme party . Looked awesome!

Is one piece alone enough or does it need to be doubled?

If you want it to be where u dont see the back wall i recommend doubled cuz with one you can still see through it
