The screw on the top clamp is to adjust the thickness of the embroidery hoop and tighten the hoop. If you received an extra plastic screw, it's a substitute of the wood screw on the pole to control the height of embroidery stand.

Q: How much space between base and hoop when fully extended? What is its full height?

The space between top of base and bottom of clamp is 14.25 when fully extended. The dowel is not held by the screw but rather rests on top of it.
