No, all booster seats made by Peg Perego are rear facing only. The Primo Viaggio Convertible and Primo Viaggio Convertible Kinectic are the only two Convertibles that can be rear facing as well as forward facing.

Yes, the Viaggio Shuttle Plus can reline, but not like the Viaggio Flex. The Viaggio Flex is on a track and has 5 positions. The Viaggio Shuttle Plus is reclined by releasing the Rigid Latch, which allows the seat position to change. It can also be reclined if used with captain style seats that recline.
