Cheap and well built
I could have made one but it would have taken more time. In all honesty this item works if you take your time and apply downward pressure while u twist. Can’t go wrong for the price. Works on 99-07 f350 that I know of. I don’t know if the 08-23 use the same type of retaining ring but based on a quick google image search, it’s the same type of retaining ring (plastic with raise indentations). So im going to say it works 99-23. If u take out quite a few of them, weld the arms in place. Or even buy a few since they are that cheap and weld them in place for the “big three” truck manufacturers.I don’t know why you would fault the tool if it doesn’t work or it busted your ring retainer - it’s not specific to just one particular vehicle. Takes some skill and know-how to avoid damaging the retainer. Sometimes it’s unavoidable all together.I generally remove the retainer with a blunt chisel and it works well but I wanted something I can remove and tighten the retainer ring faster and more consistently. This fits the bill.

Did the trick
This bailed me out after numerous failed attempts to get my 2003 Honda Accord's fuel pump reinstalled by hand (with a screwdriver and hammer). After the fails, I gave my old hands a couple days to recover (they were incredibly stiff and sore) while waiting for this to arrive, and once I had it the reinstallation task became a lot easier. One trick I realized after scanning a number of youtube videos (I think I only saw one out of dozens that did it this way), is that if you have a car where the back seat folds down, you don't really need to be crawling into the trunk to reach at things, you can just fold the back seat down and reach it much more easily that way from inside the car (doh). Not that I'll ever be doing that again.
