How fast can I go when the light is mounted? I only go up to about 35 mph at most because my station is right in town.

You will be fine @ 35 mph. You would be fine ar 65 mph

For the cigarette plug, does it have an on/off/toggle switch or just an on/off button?

Can this light be connected to my brake lights on my scooter as a safety measure?

Probably not a good choice for what you want to do, unless you understand the circuitry design of changing the flash pattern each time you power or kill the light with your brakes. Plus you may be in violation of traffic laws in some states. You can probably do better with any DOT approved LED auxiliary brake light for a truck or car and you will have better mounting bracket possibilities and no circuit board power surge to worry about.

How tall is this light including the magnets and bracket?

Roughly 2" tall does not have brackets just magnets are not strong and light doesn't stop anyone not bright
