What are the dimensions of the open space?

Hello, I would allow a little more space than the previous comment. I recommend an open space is 8.5" x 6.5" allowing enough white space around your text. The corner design is about 1.25" from the edge.

Do you offer this in 14 x 8.5?

Sorry. Great Papers usually only offers letter-sized certificates.

Will these work on a normal printer?

Yes although I have to say they work better on some than others. We have two printers, an HP Officejet Pro 8610 that is slower but prints beautifully, and an HP Laserjet P3015 that is faster but tends to smear a tiny bit.
