No, they do not pull out. They are simply stacked bins...........they really need to take the word "drawer" out of the description! They in no way function like a drawer!

Q: What's the difference between the S and L?

I didn't see anything like that but I simply don't think you can use it like a shelf since this is not a real drawer, it is more like a stackable plastic

Yes, with room to spare for regular paper. Legal will probably also fit.
